Boil 5 cups of water in a pot on medium heat. Add the beef, chopped onions, 1 teaspoon of black pepper, and 3 bay leaves. Cover and cook for 20 minutes. Stir, cover, and cook for 35 more minutes.

In a pan on high heat, pour 2 cups of oil. Add the chopped eggplants and fry until golden. Set aside in a sieve.

In another pan on medium heat, pour ⅓ cup of oil. Add the sliced onions, tomato sauce, and stir. Add ½ teaspoon of black pepper, five-spice powder, paprika, cumin, and salt. Mix thoroughly. Add the chopped pepper and mix.

Add the beef broth and cooked beef to the pan, then stir. Add the fried eggplant and mix. Set the heat to low and cook for 15 minutes.
