Place a pan on the cooker and set the heat to medium. Pour in 2 tablespoons of oil and let it heat. Add the shrimps and fry until both sides turn golden. Set aside the fried shrimps.

Add 1 tablespoon of oil to the pan. Toss in the shredded onion and fry for 1 minute. Add the chopped garlic cloves and fry for another 1 minute. Add sliced tomatoes, sliced peppers, and tomato sauce. Stir well.

Reduce the heat to low. Add black pepper, five-spice powder, cumin, and salt to the mixture. Mix everything together.

Add the steamed broccoli to the pan and mix. Cover and cook for 5 minutes on low heat. Keep an eye on it.

Add ½ cup of water, cover, and continue cooking for 2 more minutes.

Add the fried shrimps back to the pan and mix everything together. Cook for an additional 2 minutes to allow the flavors to blend.
